Does this Govee LED strip work with Alexa?
No. Govee's listing explicitly states this model does not support Alexa. Control is through the Govee Home app over Bluetooth.

16.4ft, which is enough for a typical bedroom ceiling perimeter, a desk edge, or a headboard and nightstand run.

RGBIC strips display multiple colors on one line at the same time. Traditional RGB strips can only show one color across the whole strip.
Can it sync to music?
Yes. It has an upgraded music sync mode with 11 selectable modes, and an integrated high-sensitivity mic picks up audio in the room.
